Medal "For Impeccable Service".
Here is the Medal "For Impeccable Service" (Медаль «За Безупречную Службу»). Founded by ministerial decree #628 of 18th December 2000. This is awarded for 10 years service although there were already EMERCOM Medal instituted for military long service and have since been Medals instituted for fire-fight long service so these Medals are now most likely only awarded to those not in military nor fire fighting service within the ministry.
As with nearly all ministerial awards there are a number of variations of this Medal. With and without enamels and with and without mintmarks etc..
