Money Permit.

It seems that even advancing Guards Majors needed to have the local currency. Polish Zloty anyone?

He was probably authorized quartmeraster duties and needed the money to obtain items for the unit. This memo identified the official reason of having such a large sum of money to differentiate him from a marauder or looter.

Funny enough, this major signs his own currency exchange permit. I would surmise he had a nice living, by standards of that time. ;)
