I believe this is a graduate's badge from the Bauman Technical Institute in Moscow.

Yes, I could easily be wrong about this. I asked one of my MVD buddies about this badge and Bauman is what he told me. I'll show him both of these together and see if he is still as sure as he seemed to be. There are sure some similarities. I have a couple of examples of your original post, which I originally thought to be some kind of miner's badge, and I was quite curious as to what the definitive answer would be. Now that I'm back in Tbilisi, I tried to find out. I'll keep you posted if there are any further thoughts about this one. You have a nice badge there.
