Commemorative Medal "70 Years Of Special Medical Institutions Of The MVD".

Here is the Commemorative Medal "70 Years Of Special Medical Institutions Of The Ministry Of Internal Affairs Of Russia" (Памятная Медаль «70 Лет Спецмедучреждениям МВД России»). I have not yet found any official documentation supporting the instituting of this Medal but it is of a superior quality to all other RF items I have ever handled and it certainly has all the characteristics of a ministerial award. I also believe "Special Medical Institutions" refers to "Drunk Tanks" which were instituted on 3rd March 1940.
