Here is the Badge "Excellent Scout". A nice early example produced by the NKPS (People's Commissariat Of The Lines Of Communication). The NKPS produced large numbers of Railway Badges pre-war and were very capable of adapting to produce a new range of awards for the NKO (People's Commissariat Of Defence) mid-war and after.
