I like how it was to "Force peace" Seems like a slight oxymoron.

Do we know if it was pre or post Rose Revolution?

The Rose Revolution was November 2003, the Russo-Georgian Conflict was in August 2008 (coinciding with the 2008 Beijing Olympic games).

A result of the very complicated border situation created during the collapse of the Soviet Union which will likely be unresolved for a considerable period.
