Can anyone identify this for me and/or time period? I was told it had something to do with communications.

Yes, it is Ministry of Communications. This badge in particular is senior official badge. Junior official badge would be unwreathed. Worn from 1978 to 1991.

Interesting that it uses the older-type officer cockade-shape....do you have any idea how old the badge is? Or maybe because it was a non-martial ministry...
