Order Of Friendship.

Today I received a communique.

Decree of the President of the PMR № 245 “On Amendments to the Decree of the President of the Pridnestrovian Moldavian Republic of June 24, 2011 № 448 “On Approval of the Regulation on State Awards of the Pridnestrovian Moldavian Republic”

Pursuant to item 4 of Article 63, Article 65 of the Constitution of the Pridnestrovian Moldavian Republic, I hereby resolve

1. To establish the Order of Friendship.
2. To introduce amendments to the Decree of the President of the Pridnestrovian Moldavian Republic of June 24, 2011№ 448 “On Approval of the Regulation on State Awards of the Pridnestrovian Moldavian Republic” (SAZ 11-25) with alterations and amendments introduced by Decrees of the President the Pridnestrovian Moldavian Republic of August 30, 2011 № 653 (SAZ 11-25), December 5, 2011 № 945 (SAZ 11-49), the following amendments:

a) Sub-item 1 of the sub-item “a” of the item 21 of the Annex №1 to the Decree after the line “Order of Honour” shall be added by the line with the following content: “Order of Friendship”;
b) Annex №2 to the Decree shall be amended by sections 5-1 and 5-1.1 with the following content:

«5-1. Award Statute.

25-1. The Order of Friendship is established to award citizens of foreign states and citizens of the Pridnestrovian Moldavian Republic:
a) for special merit in strengthening peace, friendship, cooperation and mutual understanding between peoples;
b) for fruitful work on the convergence and mutual enrichment of cultures of nations and peoples;
c) for the active conservation, augmentation and promotion of the cultural and historic heritage of Pridnestrovie;
d) for significant contribution to attraction of foreign investments into the economy of the Pridnestrovian Moldavian Republic;
e) for assistance in the formation of civil society institutions and development of democratic values;
f) for broad charitable activities.

25-2. The badge of the Order of Friendship is worn on the left breast and in the presence of other Orders of the Pridnestrovian Moldavian Republic is located immediately after the Order of Honor.
5-1.1 Award Description

25-3. The Order of Friendship is made of copper alloy L-90 (tombac) in the form of eight-pointed star. Diameter of the star – 60.0 mm, the Order consists of three parts. The star (lodgment) is made of tombac 2.5 mm thick, is covered with electroplated silver, coating thickness – 3.0 micron. Two middle stripes of each ray are covered with red enamel; rims limiting enamel coating are covered with 24 carat electroplated gold; coating thickness – 0.2 micron. The end of each ray contains depiction of two rhombs covered with green enamel; rims limiting enamel coating are covered with 24 carat gold 0.2 micron thick.

At the center of the star is Emblem of the Pridnestrovian Moldavian Republic (hereinafter referred to as the Emblem) made of tombac 2.0 mm thick. Diameter of the Emblem is 22.0 mm. The Emblem is covered with 24 carat gold, coating thickness – 0.2 micron. The ribbon on the Emblem and the star on the Emblem are covered with red enamel. Letters on the ribbon of the Emblem “ПМР, РМН, ПМР” are protruding; field in the center of the Emblem around the image of the hammer and sickle is covered with white enamel.

The lower part of the Order under the Emblem contains depiction of a wreath: on the right side of the Emblem is depiction of a laurel wreath and on the left side of the Emblem – of an oak wreath. Depictions of wreaths are made of tombac 1.5 mm thick and covered with 24 carat gold, coating thickness – 0.2 micron.

On the reverse of the Order is the two-line inscription “ORDER OF FRIENDSHIP” (Russian: «ОРДЕН ДРУЖБЫ»), the height of letters of the word “FRIENDSHIP” (Russian «ДРУЖБЫ») is 6.0 mm. Letters of the inscription “ORDER OF FRIENDSHIP” are protruding. The lower part of the reverse of the Order contains a four-digit number of the Order; the number is indented; the height of the number – 4.0 mm.

At the top of the reverse of the Order is a pin with a fixing device to fasten the Order to the garment.».

с) the words “Order of Honour” (Russian: “Орден Почета”) in Article 29, section 6 of Annex №2 to the Decree shall be replaced by words “Order of Friendship” (Russian: “Орден Дружбы”).
d) Annex № 4 to the Decree shall be added by the sketch of the Order of Friendship (attached)».

3. The present Decree shall enter into force 7 (seven) days after the day of its official publication.
