It's one of the Moscow State Institute of Foreign Studies badges. And I'm sure you know anything with the crossed quills is "diplomatic" in nature.

Is that one a screw or pin back? The later ones started using pins I guess because the owners often wore them on more than just a diplomatic uniform and screws leave big holes. Do you have a picture of the reverse because there were a couple of different types.

It is a pinback badge. The pin makes the badge tilt a little, not the strict appearance of a screwback badge. The enamel is slightly damaged on the badge as well :( I can make photos of the back side as soon as I go to Finland (collection is there).
