Awarded by the "Commission For Public Medals And Commemorative Badges Of The Club Of Meritorious Military Pilots, Test-Pilots And Navigators" to Vladimir Alekandrovich Novikov on 15th February 2010.

This award was controversial on creation as not only was the establishment "in Ukraine", it wasn't actually the very first Imperial Russian flying establishment.
