Wokhr rank insignia - another branch or put togeather?

I am curious about that wrench and hammer. Is it some other Vokhr branch, totaly different organization or just a made-up piece?

The regular one is given just for comparison.

Vokhr insignia is crossed rifles. Wrench and hammer - insignia for railroad service. Somebody installed wrong emblems to nice collars.
