I would question the "often" though. Sounds like all too common dealer "padding". This is a civilian Railways and the vast majority of recipients were civlina railway employees, then military railway and then, rarest, the NKVD.

Yes, it looks genuine to me, too. Good numbered example with the right screwplate. It wouldn't embarass anyone's collection. There are several variations of this badge, including a solid silver one. There is also a booklet for this badge but they are hard to find. I come across an orphan booklet from time to time and buy it, as I do the badges without booklets, but I have only found 3-4 badges with their original booklets.

I have been collecting badges along side orders and medals since I began, and have recently become interested in this type of badge. From what I can see, and from what has been said in this forum, there doesn't seem to be too much interest (at least to date) in forging these. Am I correct in thinking this?

These badges, although not costing thousands, are somewhat valuable. As such, it is a profitable endeavor to forge them. Remember that they forge things costing far less than these are worth...

I have seen a few fakes of these here in St Petersburg.
