MVD Badge - Whaddizit?

Picked up this MVD badge. It is large (about 3" wide) and convex. It was clearly meant to mount on something rounded. My suspicion, due to it's size and shape, is that it might have attached to the front of a helmet. I've never seen a Soviet helmet with such a device though, so I dunno. Anyone have a clue?

It's a part of MVD badge, but I think not original.

I think it's just a plaque, which was attached to something in the MVD office.

Probably big copy of the same badge somewhere in entrance.
