Badge "Excellent" Civil Defence.
Here is the Badge "Excellent" of the Civil Defence Of The People's Republic Of Bulgaria. The "Civil Defence" was created by Ukaz #252 of 1962 under the council of Ministers. In 1971 it was made an office of the Ministry Of Defence.
I'm not yet certain if this is from the 1962-71 period or the 1971-76.

Here is another variation where the first two letters in "Bulgaria" fuse.
This has been left on a uniform for a prolonged period and reacted with the fabric.
