I recieved a small piece of information regarding the Distinción "Constructor de Obras Nucleares" 15 years earlier today, this was that the Medal does not exist or at the least was never issued.
I will inquire more about this and update on any information that i get.

Are you inferring the award shown is a fantasy piece or that the award doesn't exist in the national award scheme, but perhaps only as a ministerial award?

I understand from Eddie that only the "XV" years medal is linked to question : produced, awarded ?

That's right Christophe, this is only for the 15 years Medal, the 5 and 10 year Medals were made, and i imagine, issued.
I think it is possible that the 15 year Medal was made but never issued because Cuba never completed it's nuclear plants.
Maybe the time span was just too short for people involved in the Nuclear research and building teams to become eligiable for the 15 year Medal.

No not a fantasy piece, the 5 and 10 year versions are real enough it's only refering to the 15 year Medal.

The Distinción "Constructor de Obras Nucleares" was created on 12th March 1989.

Actual construction of the Juragua reactors began in 1983.
On September 5th, 1992, Cuban President Fidel Castro announced a suspension of building work.
Cuban-Russian attempts to resume construction at Juragua took place in October 1995 however Cuba announced in January 1997 an indefinite postponement.
So as you can see the critaria for the awarding of a 15 year Medal was never really reached and i doubt if the building of the plants will resume in the future so this Medal will remain unawarded.
maybe they were made and one will turn up on the market, we will have to wait and see.

Just to comfirm that at least up to the X year medal was issued here is the award doc for it, with blanked out name of course
