Hồ Chí Minh Communist Youth Union Membership Badge.

Here is a Ho Chi Minh Communist Youth Union Membership Badge (Đoàn Thanh Niên Cộng Sản Hồ Chí Minh). The Union was founded 26th March 1931 but this painted aluminium Badge is from the National Liberation Front.
Their motto "Sản Sáng" translates as "Prepared".

The final picture is the current design.
