I've noticed many pictures over the years where a senior officer would place his 20 year RKKA out of order and in their top row instead down with the rest of the jubilee medals

Actually, that is not an error. 20 years of the RKKA should go between Nakhimov Medal and Valiant Labour medal, so even above medals like "For saving the drowning" or "Partisan of the GPW".

That is surprising. Ribbon bars i've seen for senior officers place it at the begining of the jubilee line

From the 1958 regs:
"107. Ленты орденов и медалей, носимые на планках, размещаются справа налево по старшинству в следующем порядке:

Лента медали «За отличную службу по охране общественного порядка»
Лента медали Нахимова
Лента юбилейной медали «XX лет РККА»
Лента медали «За трудовую доблесть»
Лента медали «За трудовое отличие»
Лента медали «За отвагу на пожаре»

Thanks Lapa but wasn't "right to left" the standard way of wearing medals and suspended orders? Have you found nothing with "left to right" instead?

The only difference between 1943 and 1948 regulations was list of the awards.
This picture was taken in December of 1948.

In 1949 new uniforms were introduced for Air Force. Here is a picture from instruction of how to wear awards on new open jackets and picture taken in December of 1949. This was changed in 1950. HSU star “migrated” in 1954.
