A complete group to a Party official, Tadeusz Goryński. According to one ID card, he was at one point the director of the deputy prime minister's cabinet.

Thanks! Looks possible. Goryński isn't on IPN yet but I hope he will be added at some point.

Here's the decree awarding Goryński's medal for the 10th anniversary of the PRL (he's listed near the very bottom of this page). Again, trade unions related.

"...at the request of the Central Council of Trade Unions - is awarded the Medal of 10th anniversary of Polish People's Republic"

Sounds like a handbook for economical or gastronomical schools. The author would be an economist then - fits well the political career, so it could be him.
