unknown Afghan-War era "group"

This came mounted as worn, with no documents, but with some interesting contents. Research on the Red Banner has come up empty. I'm not sure how legitimate this is, but I still find it an interesting puzzle.

-- Order of the October Revolution, var. 2 -- 69482
-- Order of the Red Banner, type 4 -- 440621
-- The Order of Friendship of Peoples -- 10705
-- The Medal for Distinction in Guarding the State Borders of the USSR, type 3 (?)
-- PDRA: Border Guard Medal (ribbon incorrect)
