I doubt if you could call this rare but it's where he worked that makes it interesting.
An interesting fact about this document is that it was issued in quite a famous institution. Its name was State Scientific Institute of Ultrapure Biological Preparations. FORMER SOVIET BIOLOGICAL WEAPONS FACILITIES State Scientific Institute of Ultrapure Biological Preparations in Leningrad. Eddie.
