Hi Tal,
From what I've gathered they were issued after the "breakup" of the Soviet Union, around 1991-1993. Which technically wouldn't make it a Soviet Medal. Sounds like a modern knock-off of the original in my opinion. I've seen them, don't know anymore about them. Sorry, perhaps someone else has more info? Art
