Society Of The Friends Of The Air Fleet.

Can anyone decipher and translate the text on the blue ribbon and/or explain the historic background of this badge?

It is badge for the Society of the Friend's of the Air Fleet (air force). This is one of the volunteer organizations which was merged some time in the 1930s into the OSOAVIAKHIM the Society for Assistance to the Aviation and Chemical Industries.

Thank you, Shawn,
I was afraid I had placed it in the wrong section as a badge for pilots of crop-duster planes (because of the wheat blades). Did the members actually learn to fly planes?

The wheat sheafs are probably because some student flew so poorly that he buzzed through a wheat field ;)

At their best, organizations like this and OSOAVIAKHIM, which appears to have taken over from the smaller ones in 1926, did provide both flight theory training and air time in old planes like this.

However, it would be wrong to assume that all of the huge number of members of these organizations actually got such traning. For every one who got flight training many got only mechanical traning, or only theory, or most likely noting but party propaganda.

An early Friends of the Soviet Aviation badge

A good portion of the dark blue enamel on the ribbon is gone

One of my favorites

Also a Friends of Soviet Aviation badge, still has pretty much all the enamel. The fine die strikes and construction of these early badges -- beautiful.

Aviation Badges

Here are two of my favorite badges. Multiple piece constructions. Lots of work for such small badges.

Wow. Too bad that level of craftsman shift fell off so much as time progressed. Those are amazing badges.
