I am seeing a lot more of these on ebay in the last year or so. Much more so than in the past.

I bought a similar one believing it to be DOSAAF or OSOAVIAKHIM - I believe someone pointed out this is Bulgarian, note the colors on the bottom of the badge.

Bulgaria, this would explain the colors on the bottom of the badge.
