Here is a "Member Of The Brigade Of Active Militsia" Identification #17 to Grigorij Nazarovich Serdjuk of the Tsarichanka Company of the Ministry Of State Security issued by the Department Of Militsia Of The MGB of Dnepropetrosk Oblast. Valid for 1952.

I am not sure, as I have never heard of this organisation, but I would rather translate it as a brigade of propagation of militia - something like Militia friends' associacion maybe?
