I also found them referenced in Dr. Riemer's book "Bulgarian Badges" but he offers no clarity as to who they were awarded to.

These were awarded in a small booklet (with spaces to be awarded all the classes). Finding one (which usually has a photograph of the recipient) would enlighten us as to what sort of unit they were serving in as the awarding unit will be mention (the 5 digit "post" at least).
I've got boxes and boxes of Badge documents at home to sort through but that is a long distance and time away.
