National Order "For Civil Merit".
The Order "For Civil Merit" (Орден „За Гражданска Заслуга“) was founded 2nd August 1891 by Knjaz Ferdinand as a civilian variation of the Order "For Merit".
Here is a Tsar Ferdinand variation of the Commander (3rd Class) Order which is on a neck ribbon.

Here is a very tired 1891 Type Silver Cross (6th Class). It may be tired but it's not too often an Imperial 19th Century Order can be obtained for under a quarter.
