Order "For Merits".
This is one of the newer Orders instituted by the PMR- it wasn't in effect for the 2004 Order book but is featured in the 2010 book. This example, which I received today, is the 2nd Class version and is the third highest award bestowed by the PMR. Considering the difficulty I had in getting this, it will probably remain the highest award in my collection.
