Pavel Kharitonovich Kondratenko (Павел Харитонович Кондратенко), born 1921, Senior Lieutenant. This is what I found in the archive, so I believe the Order Book may be genuine.

His Order of the Patriotic War, 2nd Class was awarded March 20th, 1944, and his Order of the Red Star was awarded August 8th, 1944. He was also awarded an Order of the Patriotic War, 1st Class, 1985 Jubilee issue.

I have little bit unusual order booklet.

As you can see, Russian word "зам." is wrote next to supreme council mark. That means "Deputy".

What is this mean exactly? I guess this awardee is Bulgarian, but it is not clear.
Is this mark of deputy gave direct decree?

Yes, I believe the facsimile signature, or mark as you call it, is the Deputy Secretary of the Supreme Soviet. I have seen this before but do not have an image immediately at hand.

The "Deputy" addition is from the post-Stalin shake-up.

The decree of 5th November 1954 is for long service in the MVD, so it is a 15 years service award - highly unlikely to be Bulgarian (Although the name would prove one way or another).

Short and concrete description of his feat of arms or merits:

Lieutenant Colonel Alekseev P.M., on the fronts of the Patriotic War from December-February 1941. Participant in the battles on the Leningrad and Volkhov fronts. In February of 1943 in the district of Makaryev Pustyn '- in August in the city of distetto MGA, in January 1944 he took part in the liberation of Novgorod, where he received a contusion.

He was in 285esima riflemen Division from March 1944 as deputy field commander of the regiment 1017esimo riflemen, and since May 1944 as commander of the regiment 1013esimo riflemen. During the offensive battles of the division in the months of March-April in the area VESNA, Pskov District, has fulfilled its objectives for the breakthrough of enemy areas heavily fortified and the conquest of strongholds in the area in the village Vesna-Lobany district of Pskov.

During the battles in the district of offenisive LIEPNA, Latvian Soviet Socialist Republic, the 26/07/44 the 1013esimo Fusiliers Regiment, under the command of Comrade Alekseev, on a wooded and swampy nature of the ground ran deep outflanking maneuvers, reaching the main road south of Liepa, cutting the folding line of the enemy to the south. After that, by outflanking maneuvers from the West it conquered the village of DEMNY thanks to a quick attack and cut off the main road towards ALUKSNE, barring the way to the enemy to retreat westward. Within 24 hours, he managed to keep control of the main road, rejecting three counter-attacks of overwhelming enemy forces. Success after success, has cleaned up the main road to the village of ARMEN'I, cut the railway line and won the SVITLY station.

He deserves to be awarded the order of "Kutuzov III Class"
