Suhbaatar Award

The mystery badge with Sukhbaatar has been queried back to Ulanbaatar with no response so far. The badge is shown below, as large as forum limitations allow. It is very much made to the same standards of construction as the other post-socialist awards that have surfaced, though in some ways better made than things like those nasty-brassy Sukhbaatars that are being awarded these days.

It is surely not the Honorary Freeman star, awarded only to Brezhnev, and shown by Battushig as his A4 on p. 33.

It may be a military school badge, but the quality seems too high for that and, in any case, it is the size of the other orders and not very "badge-like".
