Not sure what the literal translation is, but that is the "Земский начальник" badge, which is roughly translated as "land tract superintendent." Here's the (rough) Russian-to-English translation from a forum where I found some additional info:

According to the law of 12 July 1889 ("Regulations on land precinct captains), each county was divided into sections headed by land captains stood. They could only be hereditary noblemen over the age of 25 years, higher education or without it, but then has served at least three years as a conciliator or a permanent member of the Magistrate. For the rural chiefs was set very high property qualification, closing the road and nobody, even the officials. Appointment and confirmation were performed by the Governor and the Ministry of Internal Affairs.

The rural superintendents embraced in his face both administrative and judicial power in the county. They have complete control over any actions of peasant self-government. They not only claimed all officials in the county, but also to remove them from office if they proved too stubborn, and bring them to justice. They have the right to punish the representatives of the village and township administration. Namely: "the chief constable is entitled to subject the offender, without any formal production, arrest at the time not more than three days or a monetary penalty not exceeding six rubles."
