need help about this medal , i know nothing about this medal , only the anchor is the emblem of the city of Odessa ! any info is appreciated

Well it's Ukrainian language ' for merit to city ', can't find any info about in Russian net.

There is a medal, with that title, and mare of Odessa gave one to S. Spielberg in 2006. But I can't find the photo to compare
