Help Please...Ukaz and Prikaz

My recent medical emergency has left me with memory and retention problems. I can't remember the difference between the Ukaz and Prikaz. I would greatly appreciate the definition of theses. I know that Prikaz translates to "Order" which I interpret to mean Citation, I think...

Ukaz is a state decree (republic or all-union) Prikaz is a ministerial, departmental or unit order.

So, is the Ukaz the Citation?

The Ukaz is the state decree awarding, enacting, disestablishing something etc. Like a bill passing in the USA. The citation may instigate a prikaz or ukaz but it is separate.

The citation is simply a recommendation. Higher powers can say yay or nay.
