Research Photo - German standards

I realize this photo is only at 120kb, but does anyone have any idea what idea what kind of German standards these could be and/or possible identification? For example, are they military or civilian governmental/fraternal/etc. organizations. If there is a reasonable chance of success I can send a full-size scan.
