Short, concrete description of his combat feat or merits:

Major Aleksei Aleksandrovich Germakovsky is a disciplined, dutiful, and assiduous officer. He is demanding of himself and his subordinates. He is capable of taking initiative. He persistently puts into practice all requirements set forth by manuals, regulations, orders, and directives from his superiors and political bodies. He is an excellent organizer and a specialist on the methodology of teaching. He is capable of training and educating his men. He is a Specialist First Class. He skillfully leads the unit's socialist sports competitions, and the socialist obligations were carried out fully. He himself was perfectly trained in all subjects. He possesses a thorough understanding of specialized technology, the ways in which this technology is to be used, methods of operation, and equipment maintenance.

He is well grounded in politics, ideologically mature, and morally stalwart. He has been commanding his technical battery since December 1966. Ever since the battery has achieved good and excellent results, and over the last two years nothing but excellent results.

In 1970 his battery was assessed by the Main Inspection of the Ministry of Defense and the State Commission of the 60th Training Center. Its educational subjects were graded as follows: an A for political training, an A for tactical training, an A for technical training, an A for specialized training, an A for weapons of mass destruction and protection against them, an A for maintaining specialized materiel and weaponry, an A for maintaining vehicles, and a B for general, physical, and gunnery training. By Order of the 38th Missile Brigade nr. 063 of November 4, 1970 the battery was declared excellent.

In 1971 the battery was assessed by a commission established by the commander of the 13th Red Banner Army, and its educational subjects once again received excellent grades: an A for political training, an A for tactical training, an A for technical training, an A for specialized training, an A for weapons of mass destruction and protection against them, an A for maintaining specialized materiel and weaponry, and a B for general, physical, and gunnery training. By Order of the 38th Missile Brigade nr. 065 of October 22, 1971 the battery was once again declared excellent.

The battery produced the following: 65 percent of its personnel are excellent students, 100 percent are class specialists, ____ percent are top-class athletes, and 85 percent meet the norms set forth by the Military Sports Service. Within the battery a state of full interchangeability of crew members was achieved. The battery is permanently ready for combat and can be used for missions requiring the use of missiles. Discipline within the battery is satisfactory and exemplary order is being maintained continuously. The men carry out their guard duty well.

Conclusion: For excellent results in combat and political training extending over two years, he deserves to be awarded the Order of the Red Star.

It's a bit different - Dave's was given for an action in a combat situation (altough in peace time). This one is strictly for non-combat peacetime activity - simply for being an excellent commander.

This one was awarded like the US's Commendation Medal. This is the first time I have seen a peacetime ORS.
