I also believe that Belarusian Veterans can also wear the Russian version of the medal, so I am not sure how many were issued by the Belarusian Government.

This is actually an Organisational award. Not an official Belarus award.

Belarus awarded the same design Medal as Georgia, Russian Federation, Ukraine etc. Many mistake Medals of the same design as "Russian" but that is incorrect as they were awarded by the Governments of independent nations (not even all of the Medals were minted in the RF).

Belarus citizens (along with any other CIS citizens) would only be awarded a "Russian" Medal with a Russian document from the Russian embassy in their nation - otherwise it is Belarussian.

This example is filling a hole left by Umalatova I believe.
