The document is a standard ID for a member of the "People's Monitoring Committee", and the badge is an award for good work. I don't think they belong together.

I think that Alexei is literally correct in that "they don't belong together" - that is the ID is not issued with the badge. In fact, I doubt that that ID has any badge that goes with it. However, they are from the same organization and it well could have been from the same person.

Neat ID! What is the cover made of? Cloth? Paper? Pseudo-leather?

The badge quality looks nice.

I just bought this award and document.Mainly because of the looks of the badge. What people was he monitoring? Was this a position in the courts?

This was an "independent" chain of committees in the Soviet Union, based at factories, Kolhozes, state organizations, etc. They were supposed to monitor completion of State production plans, detect facts of "State discipline" violations, "localism" (disregard for State interests), mismanagement and bureaucratism, etc. They were not part of official law-enforcement system, but were supposed to report their findings to the authorities.

Badge ID - Russian speakers? Security?

I've never run across a badge like this.

It's wording "For Active Work in the Organs of People Control USSR" also doesn't sound typical to law enforcement or security.

Although the "organs" and "kontrol" lend itself to security, I haven't found it in a security organs reference and I'm scratching my head as to for what this badge could have been awarded - census, birth control? What the hell is "Narodnii Kontrol?"

И это было обеспечено специальным механизмом выборов по рабочей и крестьянской куриям. В сегодняшних парламентах, как на федеральном, так и на региональном уровнях, рабочих и крестьян, да и простых учителей, инженеров нет. Если раньше демократы первой волны иронизировали над Советами, что рабочих и крестьян там не слышно, то теперь можно сказать, что их и не видно. А это неправильно, несправедливо и нетерпимо.

В декабре 1965 года Верховный Совет СССР принял решение о преобразовании органов партийно-государственного контроля в органы народного контроля.

Комитеты народного контроля издавали правовые акты — постановления, имевшими обязательную юридическую силу. Руководители предприятий и ведомств должны были устранять вскрываемые недостатки, нарушения и о результатах сообщать комитетам народного контроля. Прочим организациям и должностным лицам вменялось в обязанность оказывать содействие органам народного контроля.

Комитеты народного контроля имели право давать указания об устранении недостатков, заслушивать доклады и объяснения, запрашивать необходимые материалы, назначать и проводить ревизии и экспертизы, приостанавливать распоряжения и действия должностных лиц, отстранять должностных лиц от занимаемых постов за срыв выполнения решений, направлять материалы о злоупотреблениях в органы прокуратуры, налагать на виновных взыскания, объявлять выговор.

Кроме того, комитеты народного контроля могли налагать штрафы (денежные начеты) на лиц, которые причинили материальный ущерб государству. Денежные начеты налагались в соответствии с утвержденными Советом Министров СССР от 4 августа 1969 года правилами.
