I saw this before, but never really paid any attention...
This is a ceremony for showing the loyalty to the Flag of one's unit and the unit itself. I do not believe this was done very often. The military was not the only organization that practiced this custom. Pioneers, Komsomol, etc. also did this. Eric

It is done when a commander is leaving its unit due to a new assignment or when soldiers are ending their service.
