I think that the patch is a special fixed up regular patch for someone who is leaving his military service. The years is his service time

The above patch is from a DEMBEL uniform belonging to a conscript from a signals unit.
I have a similar one on an infantry uniform which also has the velvet fabric used on the above patch. This one is from an infantry conscript based in Lenningrad from 189 - 1991. The velvet fabric seems to have been quite common in Soviet military circles, I have three photo albums from Soviet Army and Naval conscripts which is covered in this fabric.
