According to AVERS 8 this design was introduced in 1950. From my experience the early (ca. 1950-1960ish) badges tend to be of equal quality to the 1942-1950 badges. I reckon you've got yourself a nice early badge. The manufacturer's mark is an early Pobeda Factory Moscow trademark, which seems to support my opinion. Whether the badge is vaulted or flat is strictly at the discretion of the manufacturer. It is indeed a nice badge.

As all wartime badges doesn't have a maker mark on badge itself but nuts have. I'm sure that badge manufacturer is different to screw plates maker.
Small plates were standart made by State Monetny Dvor, but big plates - by private Artel Photo from Moscow (you can see Artel's name on screw plate)

is the screw post original or a replacement?

Also, it looks like it might have a thin layer of shelack on it that has yellowed? It has a slight orange tint to it, any ideas?

the document that you show is from a book on the badges of Komsomol.
During the war the factory Pobeda badges are marked only on the "Gaika.
This mark is for the 60/70, the Pobeda manufactured a series
includes the dates 67 / 68 / 69 as below .

So is the screw a replacement on the one I posted? The screw has a smaller diameter than the wartime badges I have for sure.
