Civilian (?) graduation badge

This badge was attached to Navy uniform I purchesed long ago, but was definately not original to it.
What is this badge for? Graduation from the University of Marxism-Leninizm (just a guess)?
Is it original?
All elements ar glued.

I am an avid collector of Veterans Commissariat file photos. Among 1960s+ naval officers, for whatever reason, more seem to have civilian university badges than military ones.

From 1986

Were these officers "of the reserve"? Soviet universities had military faculties that trained students to become reserve officers, similar to American ROTC.

I don't have other regulations at hand, but 1974 regulations state, that officers are allawed to wear civilian university badges togeather with military academy badge - an in this case one should wear both of them.
However, in case one have graduated from 2 or more military academy, he or she should wear only one badge.
(page 76, point 201)
Maybe later this rule was extended on civilian badges as well?

BTW, the first picture is interesting - the officer seems to have his medals in wrong order and the last medal in the first wow has a ribbon mouted in a wrong way!

I wonder why those senior officers were so lowly decorated. Shouldn´t they have at least a Red Star or something like that?

After 1957, when the MMM, ORS, ORB, and OL stopped being degraded as mere long service awards, it is tough to find decorations in Soviet officer groups.

maybe one reason for all that jubilee clutter?

Captain 1st Rank Bondar' with the teachers' university badge in the 1986 photo simply has a stamp: "Military Unit 10613" signed off by its commander, another Captain 1st Rank. Under his 1970 Lenin Jubilee he is wearing 1965, 1968, and 1978 (good spot on the revrsed ribbon!) over his 20, 15, and 10 years service medals-- all loose. But he's in correct precedence anyway.

The second photo has nothing on back for the Captain 3rd rank with civil university graduate badge. His individual medals are a mess, in "Frackspange" precedence top down of 15 and then 10 years service, 1965, 1958, and 1968. The long service medals should be AFTER the jubilees.

It never ceases to amaze me how many officers kept wearing that messy individual style rather than using medal bar mounts, and how very often in recent photos they have absolutely NO clue how to wear their medals correctly!

But for The Truly BIZARRE :confused:

Here is naval "Engineer Major" of Unit 95001 Korsakov in September 1968 (wearing 1968, 1965, 15 years service, 1958, and 10 years service-- so ONE out of FIVE in correct precedence :weird )
