I agree with above comments, a nice cold-war uniform. The pin on the left side does not belong on the uniform, check for imprints on the inside of the same side, there may have been a graduation badge and/or Red Guards badge on that side.

Artillery visor and collar tabs material is black cloth wool.
Armour troops visor and collar tabs material is black velvet.
I see black velvet here.
Even if this is artillery officer, he served in armour troops.

In theory - You are right. Regulations state so. However, in 70's and 80's hardly anyone cared. I have seen Automobile service, arillery, Chemical, engineering etc. troops and tank troops use both wool and velvet colar tabs and cap bands. Some of them were probably put-togeather, but most were original. Of course, he could have been an artillery officer serving in Armor troops, but I doubt he would care to switch tabs and cap - noone would notice.
