Identification on a flag

I have been offerd to buy this banner and i wounder what it is and an estimated worth of it?

As faar as i see it is an latvian one but i have no idea what it "stand" for.

It is Lithuanian I think. I think it is a competition award banner for the Vilnius Regional Employees Professional Union.
