Here is the Medal "20 Years Of The Main Intelligence Directorate Military Unit 96434". I have read in a Russian news report that these were awarded by the "General Staff" but I find that rather far fetched to say the least. As the reverse is the coat of arms of Saint Petersburg it is possible that this was instituted by the local authorities or more likely it is another "organisational" Medal.
