Not "Umalatova" (They started in '98) but what is the design on the reverse?

Yes, the date appears to be February 10th, 1994. Here is a scan of the front cover as requested; any additional comments/insight welcome!

It's left over Soviet Stock awarded 10th February 1994 by the Administration of Perm Oblast using an obsolete RSFSR rubber stamp. "Transitional". The Umalatova document can be seen here http://soviet-awards.com/forum/sovie...41-1945-a.html

Here's a very similar document, issued in 1995 to a female inhabitant of the Central Raion of the city of Barnaul, Altai Krai - just over 50 years after the medal was instituted.

Here is another mid-to-late 1990's document for the Medal for Labor Victory in the Patriotic War awarded in Moscow, I believe.

Here is AU#632226 awarded to Ivan Mihajlovich Rtischev (A rather common name) on 30th July 1993 by the Main Administration Of Tambov Oblast.

The second highest serial number I've seen.

AA#611300 awarded to Marija Jakovlevna Ershova on 14th March 1994 by Tambov Oblast.

Ershova was a sister at Evacuation Hospital #1584 of the 8th Air Army during Stalingrad.

The AU Documents are ever so slightly larger than the AA Documents.
