Thanks for posting this. A technicality with this award is that it is not directly for Chernobyl, but for military and political training to an officer who did some work related to Chernobyl.

From the citation and the dates, it sounds to me as an award made to a participant of the cleanup, but not for the cleanup itself.

It's typical military/political training. Hard working, capable, responsible, increasing readiness and level of political education, and so on. It just mentions he was working in the rear at Chernobyl. Nothing close up and active.

Sure
He was not a part of "clean up crew", but he was active in working with military units that participated in cleaning up of the Nuclear Station. This is why he was awarded the Order.
I think that this award can be determined as a part of Chernobyl awards.
It is just my personal opinion. I might be wrong :D ;).

Eric,

No question that he did participate in the cleanup. However, I beg to disagree with you about the reason for awarding in this case. It is clearly for military and political training to someone who, in the past, happened to be involved in the cleanup.

Calling this a Chernobyl cleanup award is, IMHO, wrong.
