Hello Jeff,
I cannot say anything regarding authenticity, but it is a 'Otlichnik RKKA' badge. It was instituted in 1938 if my book is right. Is made of brass and enamel (star at top, hammer and sickle at bottom and the banner where the otlichnik RKKA words are).

Other members can probably answer you better than I, but I believe this is, in a way, the 'ancestor' of all the WW2 Distinguished badges (Otlichnik Tanker, Sniper, machine gunner, cook, etc..).

I assume that before the WW2, it was not awarded often and therefore, there was only one for the whole RKKA. But then, with the WW2. there was a need to award much more people and I guess that's why they decided to go by profession. I have even seen photos (in the book of breast badges of the Red army) of people with up to 7 otlichnik badges of the same profession.

A stupid question. Having a low-coffee-intake stupid moment.

In a service record there is note of an award "by Order of the People’s Commissariat of Defense nr. 196 of April 29, 1940 awarded the Badge for a Distinguished Member of the Red Army". The recipient was a Kombrig at the time. What is being referenced?

Maybe the original extract would help?

Perhaps ABEPC No. 8, p. 426, #2016?
