I got research back on all the outstanding NKR awards today.

#679 was awarded to a 1956 born native of Miruşen who was a veteran of Military Unit 35383 by Decree #201 of 6th May 2005.
#1975 was also awarded to a veteran of Military Unit 35383, born 1962 and a native of Martuni (Xocavənd) by Decree #5 of 20th February 2007.
#2909 was awarded to a 1952 born Maçkalaşen native that was a freedom fighter by Decree #18 of 7th May 2007.
#4173 was awarded to a 1972 born Armenian veteran of the Armenian Military Unit 69334 by Decree #55 of 7th May 2008.
#8895 was awarded to a 1952 born native of Martuni that was a Freedom Fighter, veteran of Military Unit 35383 and the 25th Suicide Squad by Decree #83-A of 29th August 2015.

Military Unit 35383 is the 3rd Defensive Region (Martuni/Xocavənd Region), which is on the conflict line, so no doubt they were taking pot shots at one another.
Military Unit 69334 is the Separate Moto-Rifle Regiment of the 5th Army Corps of the Armenian Army based in Vagharshapat. The recipient was a local of Gjumri, who was reported to owe the Government quite a bit of money in 2013 (over $1,000), which is probably how this came onto the market.
