Well, we know that the Soviets had an ID for almost ANYTHING, but this is something: Department of energy ID for a lift operator. Wow! (it's a shame that there is no official badge...)

Just a guess but he may be an installer of heavy energy delivery systems - either high tension wires or the ubiquitous hot water/steam pipelines.

Very neat though.

What this profession is: Elevator in building: push the button and elevator goes up(or down). Many years ago in USSR in each Elevator was working "Lifter". He was like "Operator of Elevator". Just like that.
Document gives him permission to operate objects of Gosgortechnadsora.
I worked on power Plant as Operator of Power Unit. It's Steam Generator and Turbine(250 mwt). Everything on Power Plant is object of Gosgortechnadsora.
