Law against the export of medals?

Can anyone tell me with any authority whether it is legal to post medals from the Ukraine to other countries?

I have a friend in the Ukraine who has a small collection he wants to sell on eBay and is wondering if he can legally send them by post.

He has been told conflicting information from both the post office and his local city hall.

City hall said that it was legal but that customs interpret things differently.

His post office wants packages open and inspected before they can be sent.

Thought the Soviet Union was dead?

Anyway, any advice would be great.

From my personal experience:
I also have a friend in Kiev, Ukraine. Last year he mailed me several packages with medals and badges. Most of time was OK, however two times the medals were confiscated by customs. In addition he got in trouble with the law. They opened a civil case and he went to court. Nobody put him in jail, but he went through a difficult time. He received a worning.

I've purchased a lot of medals from the Ukraine and never had a problem receiving them in the post.There is a person who openly sells on E*** and allegedly lives in Kiev,Ukraine.
I wouldn't take a chance buying from Russia though because they are a lot stricter or so i've heard.

I got large quantities of awards from Ukraine before last year, then I was told the laws were made more difficult... and since then, the guy who sold me awards there quit.

I have the same type of information as Tretov. Officially, orders and medals can be taken out of the country only by the person who earned them.
