The Medals "FSB Russia In The Republic Of South Ossetia City Of Tshinval" come in Gold and Silver Classes and I believe they are awarded by the Border Guard Service of the Federal Security Service of the Republic Of South Ossetia for cooperation in securing the border of the Republic Of South Ossetia.
